The Urban Sustainability Directors Network’s  Kristin Baja pioneered the concept  and developed the equity-centered framework for resilience hubs. 

“Resilience hubs provide an opportunity to effectively work at the nexus of community resilience, emergency management, climate change mitigation, and social and racial equity while also providing opportunities for communities to become more self-determining, socially connected, and successful before, during, and after disruptions. I developed the Resilience Hubs Initiative during my tenure as Director of the NorCal Resilience Network. It is centered in equity, and supports a trauma-informed response, rooted in three pillars:  

• Community programs
• Ecologically-based climate solutions
• Disaster preparedness and response
